My boyfriend had sex with three girls prior to dating me. None of them were virgins and he didn't always use a condom. We use condoms but I'm worried about HIV. I've looked into statistics for who is most likely to be at risk and he doesn't fall into those categories...except for having had multiple partners without protection. Is he / am I at risk? Should I ask him to get tested? Thank you for your help.

Yes, he is at risk because he doesn't know any history on the partners of his previous girlfriends. Since you've had genital/genital contact (even with condoms) you both should be tested for HIV, as well as chlamydia and gonorrhea. Condoms are the best protection available for HIV but not very effective to prevent Human Papilloma Virus (there is now the Gardisil vaccination for women to improve immunity to the highest risk HPV types). You should also consider having a pap smear as well to see if you have been infected with HPV.
