Q:

Whenever I drink alcohol I get very red, my eyes become blood shot, and sometimes even get a rash on my neck. I am asian and feel like there is a VERY high possability that I am alergic to alcohol. Is it dangerous to still drink with these reactions? Or is this relatively normal?

It isn't an allergy per se, but it is an intolerance that is genetically mediated, and particularly common in Asians.  Here is a pretty good article about what is happening:
