
Western’s Mail Service objective is to support the mission of the University. In this support, we recognize the critical nature and influence of communications. Our service is accomplished by ensuring that all "hard copy" communications falling under our care are received and delivered to the appropriate people within the following operating characteristics:

Mailers held closed with staples will DOUBLE the postage on any mailing. Mail Services now has a tabber that will close mailers with adhesive tabs.

The US Postal Service is mandating a MOVE UPDATE procedure to improve the percentage of deliverable mail. This effort will result in better address quality by removing incorrectly addressed pieces, reducing the number of mail pieces that require forwarding, return or being treated as waste by periodically matching address records with customer filed change of address orders. This mandate becomes effective November 23, 2008.
All mailings submitted to the Postal Service for discounted postage will require certification of move updates within a 95 day period. Discounted postage mailings are: First Class Presort and Standard Bulk mail. If you wish to mail from your list, it must be updated for address moves within a 95 day period of the mail date.
The WWU Mail Service has software available to do this Move Update process. Mailing lists must be submitted for Move information prior to your addressing if you are doing the labeling. Mailings addressed by your department will require an NCOA (National Change of Address) report along with the mailing or it will be refused.
If your mailing list is submitted to the mail service electronically for our machine addressing, it will be Move Updated at that time.
Any moves found will be sent back to you in an electronic form for correction to your list. If you wish to mail to the same list within 95 days of your last update, a new update would not be required.
All mailing lists are welcome and will be accepted in the Mail Service for move updating information and address clean up. It is the department’s responsibility to accurately record the changes to your department's internal database for future mailings.
This process should eliminate the undeliverable addresses, reducing postage, waste and accurately deliver to your recipient. Lists should be submitted electronically to Mail Services as PC based “text, tab delimited” files. Files must be saved or exported with one of the following extensions: .txt, .asc, .csv or .dbf (dbfIII). If you submit your list in a different format it could result in processing delays. New Requirement for Shipping Packages through WWU Mail Services

WWU Mail Services and Environmental Health and Safety are now requiring a Hazardous Material Shipment Form be attached to every package that contains flammable, perishable, radioactive, biological, explosive or potentially hazardous materials.
All individuals that intend to ship hazardous materials related to any WWU activity must complete a Hazardous Material Shipment Form prior to shipping. This will assist WWU’s compliance with mandatory federal shipping requirements.
