The Office of Facilities Development and Capital Budget was established in 2011 by consolidating Capital Planning and Development, Facilities Design and Construction Administration and the Capital Budget Office.

In collaboration with Facilities Management, the Office of Facilities Development and Capital Budget provides leadership in planning, developing, and budgeting for high value, quality, cost-effective facilities and grounds. We support the mission and strategic vision of Western, embrace our partnership with our community and reinforce our stewardship of the environment.


This summer, the most visible public works projects will take place on north campus (see map below). These include the exterior renovation of the Performing Arts Center and the interior renovation of Nash Hall. Several projects will converge on the north side of Wilson Library. Fencing and pedestrian detours will change as projects progress. Detours will also be set up at the north end of Old Main for work on the Solarium and on the south side of Humanities for the brick replacement project. Parts of East College Way behind Miller and Fraser Halls, and Old Main will be narrowed to one lane for PW680 Central Campus Steam Upgrades.  For your safety, please avoid this area.

Other public works projects with fewer impacts can be found on the campus construction map.  Contact the project manager if you have questions/concerns.

The City of Bellingham will make major upgrades to the sidewalks on 25th between Bill MacDonald Parkway to Douglas Avenue from June 16th to early September. This segment of 25th Street will be closed to traffic during the daytime, with local access returned in the evenings.  For questions, call the City Public Works Administration and Engineering Department at (360) 778-7900.
