Cleaning Approach: ACS uses "team cleaning" to maximize results with a focus on "Cleaning for Health." Team cleaning provides the needed efficiency gains to help offset reductions in cleanliness resulting from operating budget support not keeping pace with campus building growth. Facilities Cleaned: Academic Custodial Services (ACS) provides cleaning services for Western's academic and state-supported facilities.
- State Funded Routine Cleaning Services These are routine services provided at no additional costs to the client and they do not require any FAMIS Self-Service Request. These routine services are for support of the academic mission and do not typically include events especially when food or beverages are involved or events charge a fee. - The below links list the room number, Cleaning Team ID, Cleaning Team Leader, specific cleaning tasks provided for each room, the day of the week each cleaning task is provided, and the "area color" which is the cleaning priority. The "Area Color" cleaning priorities are:
- RED = Highest Priority - All Rest rooms, Locker rooms, Health Service Areas, Physical Education Areas. Typically always cleaned on schedule
- BLUE = All Entrances, Hallways, Waiting Areas, Elevators.
- GREEN = All Stairwells, Classrooms, Computer Labs, Research Areas, Study Rooms, Labs, Audiology/Psychology Examination rooms.
- ORANGE = All Offices, Lounges, Conference & Meeting Rooms
- All priorities other than RED will be cleaned on schedule if all staff are present. See Leave Management below for department guidelines on controlling leave to meet cleaning priorities.

- If you do not see your building listed or your room number within the buildings contact Jamie Granger, 4657 to resolve. See Facilities Facts to understand which buildings on campus are academic state funded versus auxiliary self-sustaining. Academic Custodial Services typically only cleans academic state funded buildings.
- Leave Management to guarantee minimum service levels for our clients. Planned leave will be rejected to meet these minimums and has been coordinated with the bargaining unit.
- ACS must have a minimum 61% of current staff present to provide the minimum required cleaning prior to a work/school day. These tasks include the RED, BLUE and GREEN cleaning areas.
- ACS must have minimum of 37% of current staff present to provide the minimum required cleaning prior to Labor Day, Christmas and New Years Day. These are the RED and BLUE cleaning areas.
- All pre-approved leave must be approved at least 2 weeks in advance to allow temporary re-assigning of cleaning team members to meet the minimum cleaning needs.
- Leave requests will be handled on a first come first serve basis per the bargaining unit agreement.
- Leave requests that would require the FTE staff to be reduced below the minimums above will not be approved. Only the Custodial Manager or above can override this.
- Non-Routine Cleaning Services - Recharged at overtime rates. Any cleaning service not provided within the State Funded Routine Cleaning Services can be provided on a recharge basis through submittal of a Self-Service Request using FAMIS Self-Service web system. All non-routine cleaning services are in addition to all routine cleaning services and are provided only on a overtime basis. See Self-Service Requests within the FAMIS User Guide for assistance. Once complete, the Service Request will be routed to Academic Custodial Services. Helpful hints:

- All non-routine cleaning services require a fund string to charge the services against.
- You have the choice of requiring an official guaranteed estimate for the services or having them immediately scheduled on a time & material basis. Note that if you select an estimate, plan on extra time for the Facilities Management Estimator to estimate the work and obtain your approval before the work can be done.
- Feel free to contract Don Bakkensen, 3932, for discussion of cleaning services needed and their approximate costs. Note that these are not guaranteed until the formal estimating process is complete.
- The recharge rates for non-routine cleaning services are approved by Western and published within the Fees and Rates book from the University Operating Budget Office.
- Non-Routine Cleaning Service examples are:
- Blinds, drapes, curtain cleaning
- Cleaning at special events especially when food or beverages are involved or events that charge a fee.
- Office move cleaning
- Upholstery cleaning
- Window washing
- Kitchen appliance cleaning
- Cleaning Service not provided
- Cleaning personal items brought into work space such as rugs. Note: Some personal items in work spaces can prohibit or impair routine cleaning. Examples are:
- Personal plants and associated mold problems.

Landfill and Recycle Locations:
As of September 1, 2009, Academic Custodial Services has reduced state funded custodial services within academic buildings on campus as a result of budget reductions. These reductions in labor and operating costs reduce annual custodial expenses by $165,000 or 8%. These reductions target tasks low in cleaning priority and revisions to improve alignment with institutional sustainability goals.
These reductions include:
- Office trash removal for typical faculty/staff offices will be eliminated. This service was previously provided twice per week on average.
- Offices occupants will be asked to use centralized trash containers which will be strategically placed throughout campus. While these locations may change over time the intent is to move towards a zero-waste program that will maximize recycling and composting while minimizing landfill materials. On average, only 15% of the waste that leaves campus is non-recyclable or non-compostable. - Food and wet trash should be taken to centralized trash containers.
- Trash Liners will no longer be supplied to individual offices. This supports institutional sustainability goals.
- Main departmental office, main administrative offices, and reception areas will have trash removal and vacuuming twice a week. This was previously provided up to 4 times per week on average.
- In restrooms where there are available hand blowers, paper towels will no longer be supplied. This supports institutional sustainability goals.

With the purchase of Breeze Software and the start of Positive Time Reporting on campus we are working towards connecting cleaning inspections, employee annual performance reviews and department annual goals. The goal is to provide inspection based levels of cleanliness to consistently measure ACS against the APPA standards.
ACS has four training tracks for our staff:

Academic Custodial Services at WWU has used internationally certified Green Seal products for industrial/institutional cleaners for approx. 5 years. All general products used by ACS are Green Seal 37 certified including SE 64 (neutral general purpose cleaner), SE 61 (Glass/Surface cleaner), and SE 80 (multiuse non-heavy metal containing floor finish). ACS has reduced chemical product inventories from sixty plus products in 2000 to twenty in 2006 with three main cleaning products used as the back bone of the daily operation.

A primary component of a green cleaning operation besides the guidelines and products in use above is the introduction of micro fiber cleaning technology in the form of micro wipes (cleaning/dusting cloths), micro fiber wet/damp flat mop pads, micro fiber dust mops, micro fiber dusting sleeves, and micro fiber floor finish applicator pads.
Many cleaning tasks can be preformed using water as the cleaning agent (97% reduction in hard surface bacteria, fungi and viruses). Reduced chemical product use is another component of greening your program.
- Recent additions to the green cleaning tool box (2008 - 2009) are floor scrubbers using only H2O and no chemical products , trials using baking soda and vinegar for general cleaning, and use of low moisture scrubbers and carpet cleaners.

To request services for a special event or conference, contact us as soon as it's scheduled. The more advanced notice we have, the better we can serve you.
