The majority of the hybrid bus project activity is taking place at the Technology Development Center (TDC). The TDC is a 10,000 square foot Port of Bellingham facility that provides technical work and office spaces for WWU and Bellingham Technical College.  The creation of the TDC was made possible through a $1 million state Innovation Partnership Zone grant and $700,000 in additional funding.

The TDC brings together research and development (through WWU) in partnership with the private sector, and practical work-force training for new technologies (through BTC). Principal partners at the TDC include WWU, BTC and the Port. In addition to the hybrid bus project, the TDC also hosts the Technology Alliance Group (TAG) for Northwest WA, the firm New Market Design Lab, and Eagle Engineering and Testing Services, Inc.
