WWU Lincoln Creek Transportation Center (LCTC)
LCTC is a 7.8 acre park-and-ride that is located on Lincoln Street and is open to the public. From the first day of operations the park-and-ride has provided parking for approximately 530 cars with convenient and frequent bus service to the university.
Fall 2015 - Parking Permit to be Required at Lincoln Creek Transportation Center - New
Starting this fall, a permit will be required to park in Western’s Lincoln Creek Transportation Center (LCTC). The permit will be free for the 2015-16 school year as the lot transitions to a permit system. Starting with the 2016-17 school year the LCTC lot may have a minimal fee.
Making the transition to a permit system for the LCTC will allow for utilization tracking of the lot and provide a means to communicate with lot users. In addition, charging fees for the lot will assist in offsetting its maintenance costs and allow for future upgrades.
Permits will be able to be obtained mid-September online or by visiting the parking office. Signs will be posted at the lot through fall quarter regarding the change to the permit system; the signs will have QR codes that will allow for smartphone users to go quickly and easily to the Parking Services website to apply for their permit.

The university continues to have a strong collaborative working relationship with Whatcom Transportation Authority to encourage the use of public transportation.
LCTC has been a key component to an overall transportation management plan of providing access to the university and local region while supporting transit services and traffic mitigation.
The park-and-ride lot is open all week 6AM to 11PM. Overnight parking is prohibited.
On October 20, 2003 the university entered into a three year lease-purchase agreement for land. Lease payments were ultimately applied to the purchase price. Parking Services was assigned the debt service (with final payment 2026). Parking Services receives no state funding and is self-sustaining.
