Student Technology Fee Proposal Process

I. STF Proposal Timeline: 2012-2013 Academic Year

recommendations to WWU President Bruce Shepard and AS President Ethan Glemaker for
their joint approval of proposal funding. |

STF Committee notifies award recipients, then announces approved proposals to deans and on STF website. |
June-July: |
STF-funded equipment is generally purchased in early
summer. |
August-September: |
Project implementation and equipment familiarization. It is intended that STF-funded
equipment will be available fall quarter for student
use. |
II. STF Proposal Form and Instructions

1. Make sure your proposed project relates to the STF Mission and STF Proposal Guidelines.
- The STF Committee will use as its primary assessment criteria the three objectives—access, quality, and integration—defined in the STF mission.
- Read the STF Mission and STF Proposal Guidelines on this website's home page for complete information about the types of projects supported, financial considerations, and other details.
2. Open the STF Proposal Form, save onto your computer, and enter your information.
Note: The STF Proposal Form is a regular MS Word document. The grey boxes on the form are response areas.
- Use Word to open the document and enter information. Click in a gray field and enter your response; the grey box automatically expands to accommodate it.
- Use the TAB key or MOUSE to navigate to these response fields.
- Limit proposal to 12 pages (single sided).
- If proposed project might require site preparation or site alterations, incorporate step 3 (below) into your proposal process.
Important:
When completing the proposal form in Word, the proposal form must be unlocked to run spell check or add an attachment—such as a budget spreadsheet or photo. (The form is locked to maintain specific formatting.)
Old Word Version
1. To unlock form (to run spell check or add attachments):
- In Word, go to Tools menu.
- Select Unprotect Document. Password (lowercase) is: stf . This enables the attachment of documents and photos, and allows spell check to run.
2. To lock form (when done editing or attaching items):
- Go back to Tools menu, then select Protect Document. This locks the document and protects the formatting.
New Word Version
1. To unlock form (to run spell check or add attachments):
- In Word, click Review tab.
- Select Restrict Editing.
- At Restrict Formatting and Editing window, click Stop Protection key at bottom of screen.
- Enter password (lower case "stf"), then click OK.
2. To lock form (when done editing or attaching items):
- Click Review tab.
- Select Restrict Editing.
- At Restrict Formatting and Editing window:
- At #2, Editing Restrictions, ensure that box is checked, and that choice is "Filling in Forms."
- At #3, Start Enforcement, click Yes, Start Enforcing Protection key.
- Enter/re-enter password (lowercase "stf").
This locks the document and protects the formatting.
3. For proposals requiring site preparation:
For projects needing any amount of site preparation or space alterations:
- Email a draft proposal to Francis Halle in Space Administration by 12 noon on the site preparation due date. (See proposal form, or proposal timeline in section I above, for due dates.) Send to space.administration@wwu.edu.
- Staff from Space Administration and Facilities Management will visit the site, confer with the applicant(s), and prepare a site impact statement and associated cost.
- Space Administration/Facilities Management will send their report for your proposed project to you at least two weeks before the final proposal due date.
4. Complete the Project Summary Sheet.
- Submit the Project Summary Sheet with the printed copies. This shows the key contact information and appropriate approval signatures for your proposal.
Note: Approval signatures will vary, depending on whether applicant is a student, faculty member, or staff.
- AS President:
Required for proposals submitted by Associated Students. Signifies that all resource and program issues have been addressed. - Department Chair:
Required for proposals from a specific department. Signifies that the department can support the project as submitted. - College Dean or Unit Head:
Signifies that the College or organizational unit can support the program as described.
***For proposals originating from a college, the dean also must review, sign, and strategically prioritize that batch of proposals.*** - Space Administration:
Required for proposals that need additional facilities or changes to existing facilities. Signifies that all space-related issues have been addressed. - Vice Provost for Information Technology:
Required for proposals that relate to all-university services and proposals not related to a specific discipline. Signifies that the technology support organizations and the technical infrastructure can support the project as submitted.
5. Follow these submission specifications:
Important:
Proposals from faculty must be submitted first to the respective department chair, who will then send proposals to the college dean for signature and prioritization.
Each dean then submits all STF proposals from that college in one bundle.
Proposals must be submitted by 12 noon on the due date as follows:
- 12 pages maximum
- Double-sided copies
- Nine (9) paper copies of proposal and summary sheet delivered to

- Fastened with clips or bands—not staples (to go into binders)
- One (1) e-mailed version (PDF preferred, or Word) to
diane.bateman@wwu.edu (for posting on this website)
6. Web Availability
All accepted proposals will be posted on this Student Technology Fee website, with an invitation for comments from the campus community.
III. Submitted STF Proposals 2012-2013
The proposal submission deadline is December 28, 2012. Proposals accepted by the STF Committee will be posted to this section III by January 4, 2013.
